The ARC of Baldwin County and Loxley Elementary School collaborated together in 1987 to launch what would later become the annual Baldwin County Strawberry Festival. The festival has been held annually ever since. Over the years, it has expanded from hosting only a few food and craft vendors to hosting over 180 arts and craft exhibitors, a dozen different food vendors, an exciting carnival, fun children’s games, an antique auto show, exhibits, and live music.
In the beginning, it only hosted a few food and craft vendors. And of course, the undisputed champion is still strawberry shortcake! The event was originally held on the first Saturday of May, but since 1996, it has been moved to its current date, which is the second weekend in April. The festival’s first iteration took place in the heart of Loxley, but in 1999, it was relocated to its current setting in the Loxley Municipal Park.
This expansive and grassy location has made it possible for the festival to flourish and now includes a far wider variety of activities than it did in the past when it was held at other locations. Additionally, it made it possible for the festival to become a two-day event (Saturday & Sunday).
Regrettably, the festivals and festivities related with the festival had to be postponed or canceled in 2020 and 2021 because to restrictions imposed by the Covid-19 virus, which disrupted the continuous yearly occurrence that we had been enjoying. The Loxley Elementary School and the ARC of Baldwin County receive a combined total of more than $48,000 from the proceeds of the event on an annual basis.
The event has grown to become one of the largest of its type and is regarded by a great number of people as one of the most well-organized festivals in the region. In previous years of the festival, the month of March was reserved for the Little Miss Strawberry Beauty Pageant, which was staged in anticipation of the festival.
- Girls in the second grade attending public or private schools in Baldwin County were eligible to compete in the pageant.
- A panel of three competent adjudicators evaluated the contestants on a variety of criteria, including their composure, their attractiveness, and their personalities.

Back in 1983, an intriguing question was posed to Dr. Tsujio Kato, a councillor for the City of Oxnard. The inquiry was as follows: Would there be any interest in beginning a strawberry festival in Oxnard? Dr. Kato, who was born and raised in the city he cherished, spent his whole life working to spread awareness about the region and all of its attractive features.
- What a more perfect way to do it than with strawberries! It was a crop that held a lot of sentimental value for him because his uncle was the primary cultivator during that period.
- He then made a presentation on the concept to the city council, who unanimously decided to support it and provide cash to make it a municipal-sponsored event.
Dr. Kato, along with the PR Consultant Terry Pimsleur who had brought the idea to him, and city staff members Jim Faulconer and Kathy Burris, planned the Festival, designed a logo, and named it the “California” Strawberry Festival to reflect California’s growing reputation for producing the best strawberries in the country.

- He gathered board members from various sections of the community, including the Navy SeaBee Base, County Supervisor John Flynn, Chambers of Commerce, agribusiness firms, college presidents, and others, in order to obtain important feedback and knowledge from a more diverse group of individuals.
