The challenges of funding a transportation project of the complexity and magnitude of the California high-speed rail system are not new to this program or other large-scale transportation and infrastructure programs across the country and around the world.
In 2008, Californians voted to build electrified high-speed rail by approving Proposition 1A, which provided $9.95 billion for high-speed rail planning and construction; of this, $9 billion was allocated to the Authority and $950 million was allocated to regional and local connectivity projects. In 2009, one year after the passage of Proposition 1A, the Authority received $2.5 billion in funds through the American Recovery and Reinvestment Act of 2009 (ARRA). In 2010, $929 million in additional federal funding was appropriated by Congress from Fiscal Year (FY10) Transportation, Housing and Urban Development funds. In 2014, the Legislature appropriated 25 percent of the annual proceeds from the Cap-and-Trade Program to support the development and construction of the system, providing an ongoing revenue stream. In 2017, the Legislature extended the Cap-and-Trade Program through 2030.
These funds are being used to deliver the Central Valley Segment and complete environmental planning and other early work for the entire Phase 1 System, consistent with federal grant agreements. The total amount of identified federal and state funding for the capital program is currently estimated in the range of $20.6 billion to $23.0 billion, with a medium forecast of $21.8 billion through 2030.

It does make sense to extend it into the heart of Merced and into downtown Bakersfield. Introducing high-speed rail service in the Merced-Fresno-Bakersfield corridor will cut travel time in half and allow more frequent, reliable and on-time service. It will improve access and connectivity to other California destinations through better connections to the Bay Area in the north via the Altamont Corridor Express (ACE) services and connections with Thruway Bus Service at Bakersfield for travel to Southern California.
This will create the initial backbone of the California high-speed rail system.

Amtrak has been operating since 1971, but it has yet to become profitable. With high ticket costs, Amtrak has become a less viable mode of transportation in the United States, It’s often more expensive to take a train than it is to fly, The US government attempted to make Amtrak financially self-sufficient with the Acela Express, but Amtrak still has a large sum of debt from years of underfunding.
Following is a transcript of the video. Narrator: Amtrak is the only passenger railroad service that operates throughout the continental US. With about 500 destinations, the service has been operating since 1971. But with high ticket costs, Amtrak is becoming a less viable mode of transportation.
In fact, it’s often more expensive to take an Amtrak train from New York City to Boston than to fly. Why does the US, a country that created billionaire railroad tycoons, have such an expensive and inefficient train system? Amtrak has had a long history of financial instability since its formation. Passenger trains used to be owned by private companies that operated freight trains.
At the start of the 20th century, nearly 42 million passengers traveled by rail as their primary mode of transportation. However, by the 1940s, railroads began to become less popular as buses, planes, and cars grew in popularity. And by the 1960s, many railways, such as Penn Central and Atchison, Topeka & Santa Fe Railway, all discontinued most of their trains.
Passenger trains were no longer profitable, especially when the US Post Office began shipping mail by truck and air. In an attempt to rescue the service, then President Nixon signed a law in 1970 that ensured government funding. This act created the National Railroad Passenger Corp., which eventually became Amtrak.
Of the 26 railroads offering passenger service, six declined to join Amtrak. Although the railroad service continued, its problems with ridership and financial instability remained. Amtrak competed with other railway companies for train stations and tracks.
- On its first day of service, passenger trains had to be rerouted from seven train terminals in Chicago into just one.
- Amtrak also had to pay and maintain multiple train stations in one city because of the lack of track connections.
- Throughout the early 2000s, the US government attempted to make Amtrak financially self-sufficient by trying to increase ridership and implement the Acela Express, which runs at a maximum speed of 150 mph.
But their plans failed, as Amtrak still had a large sum of debt from years of underfunding. To this day, trains still have a low profit margin and rely heavily on subsidies to operate. According to the company’s 2017 fiscal year report, Amtrak had a total revenue of $3.3 billion.
Unfortunately, this wasn’t enough to make Amtrak profitable. It still had a total operating loss of $194 million. Many of the lines don’t make any money or are operated at a loss. To accommodate the money-losing routes, Amtrak uses profits from its popular lines, such as the Northeast Corridor. Since this is one of the most popular routes, Amtrak can charge higher prices and send those profits to other, less profitable lines.
Additionally, the USA is a very big country. It’s the fourth largest, with about 3.8 million square miles of land. In comparison to Japan, which is smaller than the state of California, the US requires a lot more rail to cover its land. Amtrak trains run on 21,400 miles of track and only owns about 630 miles of it.
- For example, between New Rochelle and New Haven on the Boston-New York route, the tracks are owned and operated by Metro-North Railroad.
- This means Amtrak needs to pay Metro-North Railroad to run their trains over these tracks, which adds extra costs to passengers’ tickets.
- According to Amtrak’s company profile, it operated approximately 300 trains a day in 2017.
In comparison, SNCF, the French National Railway Company, operated 14,000 trains daily. That’s 47 times more trains, serving a nation that has one-quarter of the population of the United States. France is also even smaller than the size of Texas. While Amtrak has lost money every year since 1970, it does intend to return a profit some day.

Each item should not exceed 50 lbs. (23 kg) and needs to be 28 x 22 x 14 inches in size.
For those Amtrak families traveling with infants under the age of two, your baby items (strollers and diaper bags) will not count towards your carry-on limit. The music doesn’t have to stop just because you’re traveling with us. That’s why we have an open-door policy for small instruments (flutes, trumpets, clarinets, etc.) that fit in a passenger’s luggage or the overhead luggage racks.
In lieu of a piece of baggage, medium sized instruments, like guitars and small saxophones, can be carried onboard for a $10 service fee. Oversized instruments (cellos, tubas) which do not fit in luggage racks may be carried on with the purchase of an additional full revenue seat.

Waiting to purchase your train tickets the same week or on the same day of your trip, is not a good idea, and in the end, can cost you a pretty penny. Taking into consideration the increase in fuel prices, traveling by airplane or in your own car can take a good chunk out of your wallet, and travel budget.
From fuel surcharges to hidden fees, extra baggage fees, long lines, and incredible delays — particularly during the holiday season peak travel times — traveling by plane has become increasingly more and more expensive, and frustrating.
Do you tip on Amtrak trains?
Tipping – General Guidelines: Tipping is NOT required, but is considered correct for the service crew personnel on the train. Recommendations: Snack bar attendant: roughly 10%. Dining car: 15% of menu prices (sleeping car passengers may want to note this when ordering their meals).
Coaches: the consensus is that in most cases tips are not necessary, but if special service is given, the guidelines for a sleeping car attendant apply. Sleepers: See the next section. Operating crew is never to be tipped. Tipping a Sleeping Car Attendant: The sleeping car attendant that will greet you when you board the train will be with you throughout your journey and will be changing your room configuration at least twice a day, and performing other services, so it behooves you to get on their best side – and they on yours.
Here are your options for tipping a Sleeping Car Attendant:
- Some people recommend tipping the attendant at the first opportunity – say $20 for what will be a 2 night trip. The idea here is to “pay” for a good level of service up front, to possibly give you a leg up on other passengers, so to speak.
- Others say one should wait until the trip is over and tip according to the level of service provided – if for example you hardly ever saw the attendant and they did nothing much for you beyond the absolute minimum, then no tip or a very small one is appropriate.
- Others suggest tipping the attendant in the morning if the service over the past day or part of day has been satisfactory or better. $5-$10 is appropriate.
- Others (yes. there are some) suggest that Amtrak Sleeping Car attendants are not at all badly paid for their hours of service and thus should not needed to be tipped at all.
You could pick any of the options above and not be “wrong”. Personally, we believe tipping is appropriate, and don’t recommend the fourth option. We go with the second one – tip at the end according to level of service. For reasonable service for (say) 2 nights for a couple in a Roomette, we would tip $20.

- From what I’ve read there can be delays due to cargo trains getting priority for the rails, bad food, noisy neighbors, and much more.

Amtrak’s blog is super useful with what to bring in order to sleep comfortably in coach on these cross country trips. Perhaps 2016 will be the year that I take an Amtrak across country from Pittsburgh to San Diego. Or possibly one of the longest Amtrak routes mentioned above.
